The name of this chapter shall be the Highlander Chapter of the National Residence Hall Honorary at the University of California, Riverside.
Article II. PurposeThe purpose of this organization shall be to provide recognition for individuals who have provided outstanding service and/or exceptional leadership within the residence halls, as well as for those residences who maintain academic success at the University of California, Riverside. Also, we shall provide programs for those living in the residence halls in order to enhance their leadership skills. The members of the Highlander chapter of NRHH will coordinate community service events and execute them with the cooperation of those living in the residence halls at the University of California, Riverside.
Article III. MembershipA. There shall be three types of membership in the organization: active, alumni, and honorary.
1. Active members shall be residents of the residence halls (Lothian, Pentland Hills, and Aberdeen and Inverness) or the on campus apartments (Bannockburn, Stonehaven, the Plaza, and the International Village). Only active members shall have voting rights.
2. Alumni members of the Highlander chapter of NRHH shall be conferred upon all former active members of the Highlander chapter of NRHH, whether they at a later time become an active member of another NRHH chapter or not.
3. Honorary membership shall be conferred upon those who have made an outstanding contribution to the Highlander chapter of NRHH.
B. Qualifications for the three types of membership in the organization: active, alumni, and honorary.
1. Active Membership:
a. Shall have resided in the residence halls continuously from the beginning of the academic year of selection, including at the time of selection.
b. Shall have a cumulative grade point average of at least 2.5 at the time of selection.
c. Shall have demonstrated outstanding service and/or exceptional leadership at the University of California, Riverside.
d. Shall have demonstrated that their service and/or leadership would continue after selection.
2. Alumni Membership:
a. Must have been an active member of the Highlander chapter of NRHH for at least two entire consecutive academic quarters.
b. Must have been an active member continuously from the time of selection to the time at which they left the Highlander chapter of NRHH.
3. Honorary Membership:
a. Must have made an outstanding contribution to the Highlander chapter of NRHH within the same or previous academic year as they will be up for selection.
Article IV. Selection of MembersA. Nomination
1. Prospective members may nominate themselves or be nominated by any member of the chapter, by any member of the University of California, Riverside faculty, by any staff person of University Housing, or by any resident of the UCR residence halls or UCR on campus apartments.
2. The selection committee chairperson will accept nominations during the entire second and third week of the spring academic term at UCR.
3. Letters of nomination must provide the name and the address of the nominee and the nominator, as well as specific reasons demonstrating the nominee's outstanding service or exceptional leadership at the University of California, Riverside.
4. A nominator may only provide one letter of nomination for one nominee per year.
B. Selection
1. The selection committee shall be comprised of the president and the vice president of the highlander chapter of NRHH and the Executive Board of the UCR RHA until the founding NRHH active members elect a new selection committee.
2. The chapter President shall choose, from among the selection committee, a committee chairperson by the end of the first week of the spring academic term.
3. The selection committee chairperson must convene the selection committee during the fourth week of the spring academic term to select active and honorary members of the chapter.
4. Selection must be completed before induction. Induction shall occur at the Annual Induction Ceremony annual meeting, the time of which will be decided upon by the selection committee.
C. Active Member Selection Standards
1. At no time shall the active membership of the chapter exceed one percent of the total residence hall population, or fifteen, whichever is greater.
2. Each candidate shall be ranked according to the following standards in order of importance:
a. Demonstration of outstanding service or exceptional leadership at the University of California, Riverside.
b. Capacity to continue outstanding service or exceptional leadership in the residence halls at the University of California, Riverside.
c. GPA will not be used to rank candidates for selection.
3. The Selection committee may choose as many or as few candidates for selection as they wish, as long as all provisions of this article are satisfied.
D. Alumni member selection standards
1. Alumni membership automatically takes action once a person leaves the Highlander chapter of NRHH while satisfying all qualifications listed in Article III, part B, number 2 in this constitution.
2. Once alumni membership takes action the person remains an alumni member for the rest of their lives unless removed by a two-thirds vote of the present active members.
E. Honorary member selection standards
1. Honorary membership can only be obtained by those individuals who meet all the qualifications listed in Article III, part B, number 3 in this constitution and are voted in by a two-thirds vote of the present active members.
2. There shall never be more honorary members than half of the number of active members existing in the present academic year.
Article V. Executive Structure
A. Officer Responsibilities
1. President
a. Shall preside over chapter meetings
b. Shall appoint all ad hoc committees and all committee chairpersons.
c. Shall be the official spokesperson for the organization.
d. Shall be responsible for carrying out or delegating duties required by the National Office, including renewal of membership.
e. Shall maintain active and timely communication with the National Communications Coordinator.
f. Shall be an active member in good standing during the entire term of office.
2. Vice President
a. Shall preside over chapter meetings in the absence of the President.
b. Shall coordinate all communications within the chapter.
c. Shall keep current lists of all members.
d. Shall handle the finances of the chapter.
e. Shall be an active member in good standing during the entire term of office.
B. Election and Term of Office.
1. Officers for the next academic year shall be chosen at an annual meetings each academic year. The outgoing President shall conduct the election. Officers shall be chosen by at least a majority vote of all voting members. Elections shall be by secret ballot.
2. The term of office shall begin at midnight of the night of the annual meeting in which the officer was elected, and end at midnight of night of the annual meeting the following year.
3. No person may hold the same office for more than two consecutive terms with the exception of the founding year and that following year.
4. Any nominee for the office must be present at the time of election, unless an excuse accepted by a two-thirds vote of all voting members is presented at or before the time of election.
5. Should an officer resign his/her office or be removed from office, during his/her term, a Presidential vacancy would be filled by the Vice President, and the Vice President office would be filled by election at the next regular or special meeting.
6. Removal of an Officer
a. An officer can be removed from office for neglecting his/her duties by a 2/3 vote of the entire active membership of the chapter at any regular or special meeting, or by default if absent from more than two consecutive meetings without an excuse.
b. The officer which is to be removed must have been warned of potential dismissal with a two weak grace period to redeem themselves, thereafter removal can be performed if deemed necessary.
c. Removal of an officer cannot occur without a weeks prior notice to the member being dismissed.
Article VII. Meetings.
A. Types and Purpose of Meetings
1. An annual meeting shall be held each year after the induction of new members and before the end of the spring academic term. The following shall be included in the agenda for the annual meeting.
a. Selection of new officers.
b. Selection of regular meeting dates and times up to and including the annual meeting for the next year.
c. Officer and committee reports
d. Other business.
2. A regular meeting shall be held at least once a month during the academic year. The following shall be included in the agenda for a regular meeting.
a. Selection of Of-The-Month (OTM) awards.
b. In the month of May, selection of Of-The-Year (OTY) awards.
c. Officer and committee reports.
d. Community service developments
e. Program Updates
f. Other business.
3. A special meeting may be called at the discretion of the President or Vice President at least one weeks before such a meeting is to occur. Adequate notice must be provided to all active members.
B. Meeting Requirements
1. Attendance to all meetings is required of all active members. Missing more than two consecutive meetings without an excuse shall result in the loss of voting privileges until the President or Vice President grants those privileges again. The President or Vice President may grant excuses before any meeting. No officer can grant him/herself an excuse. At each meeting, the Vice President shall record the status of each member: present, absent, or excused and the time of initiation and termination of the meeting.
2. Quorum at any meeting shall be at least fifty percent of all voting members.
Article VI. Non-Campus Affiliation
A. This honorary is an affiliate of the National Residence Hall Honorary.
B. This chapter will follow all of the rules and bylaws of the National Residence Hall Honorary constitutions.
Article VII. Amendments and Bylaws
A. Amendments
1. An article may be added to this constitution by being approved by two-thirds of the active membership of the chapter.
2. Amendments shall always be added to the end of the original text of this Constitution as a new article, never changing the original text if there is a conflict between items in the Constitution, the item nearest the end shall take precedence.
3. Articles in this constitution must only address issues that cannot be handled with bylaws.
B. Bylaws
1. A bylaw may be added to this constitution by being approved by the following process:
a. A majority of the active membership of the chapter.
b. Chapter President may veto.
c. Two-thirds of the voting membership of the chapter may override the veto
2. Bylaws must not violate any provision of this constitution.
Article VIII. Enactment
A. This Constitution shall take provisional effect only after being approved by at least two-thirds of the UCR Residence Hall Cabinet. The provisional effect shall last for a period of no more than one year from the date of provisional ratifications. This Constitution shall be fully ratified by at least a two-thirds vote of the membership of the chapter at such time that normal operations of the chapter may begin.
B. Provisional effects.
1. A group of no more than eighteen individuals shall be inducted into the chapter during the provisional period
2. The officers of the chapter shall be selected within one month of the initial induction.
3. The initial members of the chapter shall endeavor to begin normal operations of the chapter as soon as possible.
C. No provision of this constitution requiring that an action occur at a certain time of the year shall be in effect for more than one year from the time of ratification.
